I agree that an algorithm is the best way to understand it. The one I use is a bit different though:

1. Of the creatures that do not have requirements, choose any creatures they can legally block, ignoring restrictions that can be followed by adding additional blockers. Call this set of blocks X.

2. For each member of X, take the set of blocks consisting of a subset of the blocks of that member (EDIT: was subset of blocks of X) and any blocks involving creatures with requirements, fulfulling all restrictions and a maximal number of requirements for that member.

3. The set obtained in (2) is the set of all legal blocks.

4. Pray that WoTC does not design a card with the ability "This creature must be blocked by at least one creature if able."
